I've never experienced those kind of temps before; it gets cold where I'm at, but not this cold, not in my lifetime at least. Because I'm backwards in the head, I wanted to experience this. So I stepped outside wearing nothing but shorts and a long sleeve tee. I stood out there for several minutes, and, strangely, the cold was not as intense as I thought it would be. The wind bit my skin and the chills infiltrated my lungs, but it was not unbearable. Ultimately, my feet were what forced me back inside. I was barefoot in almost-knee-deep snow, so that obviously hurt a lot.
Tl;dr: I'm not a "normal" human being.

On this side of the world, meanwhile, we are experiencing the mildest ever winter anyone can remember. Temperatures hit 16C, it's technically spring. We've had this for two weeks now.

Might have something to do with the humidity. When it gets that cold, the humidity is generally extremely low.

I lived in Minot ND for one year, and while I was there they had some record cold winter, or (as far as I knew) just colder than normal...
They had lows in the -40 range with wind chills approaching three figures. As a young teenager I couldn't fucking believe it.
Not that we went outside anyways. This was also the first time I had seen a "flesh freeze warning" on the TV. It was just casually moving across the bottom of the screen like a flood watch, or a thunderstorm warning. All business as usual up there I guess.

Standing outside a minute ago and was thinking about this. Two things:
1) I bet you didn't fully understand how cold you were until you went inside.
2) Neat trick for warming the hands that I'd bet a lot of people don't know. Swing your arms in circles. When you get cold, the blood vessels in your extremities constrict in order to try to prevent heat loss and preserve your core temperature. Swinging your arms in circles creates centrifugal force causing blood to move into your hands, dilating the blood vessels and warming your hands. Unfortunately it doesn't work for cold feet as we're just not built for performing that trick... or if you happen to be, I'd like to see a video.
